Yes, this is a warning sign. Red Triangle means “warning”. For example a red triangle with a deer on it would mean “warning a deer is about to jump out in front of your car”, this sign presumably means the same for prostitutes.

Let me encourage you to put your sarcasm aside and consider the moral issues behind human slavery. The prostitutes you speak of are as young as 14 years old, sold by more than one person and threatened almost every day of their lives.
