That’s a skydiver with a steerable rectangluar PARCHUTE. Parasailing is where one hangs under a large, usually round, parachute while being towed by a boat.

Yes that’s a parachute, but so is a parasail. It’s a specially designed parachute for just such activity. Also, parasailing can be done behind any vehicle powerful enough to pull the “rider”. Boat is the most common, but plenty of people do it over land too. Technically the only real difference is that one is tethered and one isn’t.
